Deli-Cieux, Rooftop Café at Printemps Haussmann:

There are multiple places in Paris where you can get a nice view of the city, such as the Eiffel Tower, Montparnasse Tower, Arc de Triomphe, and rooftop bars and cafés of different buildings. I was determined to go to the rooftop café at Printemps Haussmann after reading about it online. Not only is it free to enjoy the view, but also refreshments are available at the café should you choose to buy some. Or so that’s what I was imagining while dragging my husband with severe congestion from allergies. After a restroom stop at the Printemps (where you have to pay €1.50 to utilize “luxury” toilets) for my husband to blow his poor nose, we proceeded to get to the rooftop, but to my utter disappointment, upper floors were completely closed due to renovations. In desperation, I asked the staff, and they confirmed that the rooftop was closed and they weren’t sure when it would be open again. Dun-dun-dun~! OTL With tears rolling down my face (not literally), we left Printemps to go to dinner. I’m not sure when the rooftop will re-open, but you might want to call and check with the department store ahead of time to confirm whether it’s open or not.
